Em 1983 o detetive veterano Bud Carter (Willem Dafoe) se infiltrou na empresa criminal mais perigosa do Sul. Após prender o assassino de aluguel, Jesse Weiland (Matt Dillon), o detetive o convence a se tornar um informante.
